ABOUT THE PROJECT
INTRODUCTION
The Osman Shriners and Ryan Companies are in a commercial revitalization of the Lost Spur property along Sibley Memorial Highway in Eagan.
OUR PLANNING APPROACH
The Lost Spur property has served as a community and recreational fixture for decades. As we explore its next chapter, we are committed to an open, collaborative planning process grounded in three transparent commitments:
Direct Communication
Neighbors will hear news directly from the project team first, never through second-hand rumors.
Prioritizing Residential Boundaries
Because the property directly adjoins residential neighborhoods, setbacks, buffers, tree plantings and landscape berming will be a primary focus.
Clarity and Transparency
We are committed to sharing clear facts backed by technical studies regarding any community impacts such as traffic, utility usage, and environmental protection.
ABOUT RYAN
RYAN COMPANIES
Ryan Companies is a family-owned developer, designer, builder, and owner founded right here in Minnesota in 1938. With deep local roots, we bring an integrated approach spanning architecture, engineering, construction, and real estate management to every project. This complete perspective allows us to design and build spaces that respect surrounding neighborhoods and deliver lasting value to the communities we call home.
Ryan’s development philosophy focuses on stewardship and collaboration. By bringing developers, civil engineers, and landscape architects into the conversation early, alongside city staff and local residents, we craft projects that balance regional economic growth with neighborhood quality of life.
THOMSON REUTERS CASE STUDY
Good community development is demonstrated through tangible actions, not merely statements. Just a short drive away in Eagan, Ryan Companies is currently revitalizing the former 180-acre Thomson Reuters campus (Eagan Tech Park). During the AUAR (Alternative Urban Areawide Review) and community dialogue for that project, direct input from Eagan residents and city leaders shaped meaningful neighborhood enhancements:
Public Park Expansion
Ryan dedicated land to expand the City of Eagan’s Wescott Station Park, preserving critical open green space for residents.
Public Walking & Biking Trails
Created new multi-modal trail segments connecting neighborhood pedestrians to regional recreational paths.
Natural Tree & Wetland Conservation
Preserved mature oak canopies and surrounding wetland habitats to protect local ecological buffers.
Acoustic & Environmental Monitoring
Established baseline sound testing to guarantee that future operations comply with strict local noise limits.
We bring that exact same spirit of transparent, neighbor-focused development to the Lost Spur property.

FAQS
Osman Shriners & Golf Course Operations
Osman Shriners are a group of approximately 700 members made up of local professionals, retirees, and tradespeople who dedicate their spare time to community service and philanthropy.
This organization is dedicated to enjoying fraternal activities while also helping children live healthier, happier lives. Their philanthropic mission is centered around supporting Shriners Children’s pediatric healthcare network through active fundraising and community service.
Yes. Lost Spur is fully open and active. Course tee times, league play, driving range hours, private dining, banquets, and all booked weddings will proceed as scheduled without interruption. Lost Spur Golf Course will be open all season long for 2027.
Since 1969, the Osman Shriners have been proud members of the Eagan community. As we prepare our fraternal organization for its next half-century of service, we view the future of our property as a unique opportunity for proactive land stewardship.
Rather than simply maintaining the status quo, redeveloping this property allows us to thoughtfully reinvest in both our mission and our neighborhood. The resources secured through this project will ensure that Osman Shriners can continue its fraternal activities, including supporting its philanthropies, for generations to come. Simultaneously, we are committed to ensuring the new vision for this land represents a high-quality, positive addition to the Eagan landscape we have cherished for over 50 years.
Yes. Shriners leadership will communicate directly and proactively with golf league coordinators, banquet hosts, and community partners well in advance of any operational transitions.
Project Scope & Use
Ryan is exploring commercial/business park redevelopment. The project specifics such as building layout, landscaping, infrastructure, ingress/egress, stormwater ponding and green space incorporation are still being evaluated.
Planning Process & Next Steps
We are holding this open house on November 16th to share information on the planned redevelopment with the surrounding community. Additionally, we are opening a line of communication between the neighbors and community members, with the project team. Gathering this feedback early in the process ensures that local insights can be thoughtfully integrated into our earliest engineering and design concepts.
As shown in the milestone schedule, there is a robust environmental review process that takes place to study the various factors and impacts of the proposed redevelopment. This process follows the timeline set forth in our schedule and incorporates numerous open houses, planning commission and city council meetings where this project will be discussed.
